Allow crags without location data

There are lots of crags in 27 Crags that are placed in a random location, and not in the actual location of the crag. For example, the Gulf of Finland is full of crags. I assume this is because for one reason or another, the author wants to hide the location. If we want to have crags with the location hidden, then it's better that those crags have no location data. It can be confusing if you're searching for crags in your local area, and some of the crags that you find are actually not there. In the worst case you drive to a wrong place.
